Electronic signature in public administration

The theme of the bachelor thesis includes the issue of electronic signature and its definition at the theoretical level and subsequently in terms of comparison for selected countries, which are listed in the practical part of the bachelor thesis. The theoretical part deals with the main concepts and problems such as the concept, function and technology of electronic signature, as well as the issue of e-government and public administration, which is also important for the solution of the selected theme. The practical part of the bachelor thesis includes a comparison of electronic signature in selected countries, such as Russia, Belarus and selected Baltic States. In the practical part is also elaborated the view of European law on the issue of electronic signature, its requirements and functions that the electronic signature should fulfill in EU countries. The educational application developed within the bachelor’s thesis is described in the practical part as well. This application will enable students to understand working of electronic signatures and its use in public administration.
Komparace úrovně vybraných oblastí eGovernmentu v České republice a Rakousku

The thesis deals with the topic of electronicisation of public administration. The author describes the system of electronic public administration in Austria and the Czech Republic and then compares the degree of electronization in both countries. For the comparison, data from the annual survey of the European Commission was used and then the author herself created a list of functions for the citizen portal to compare. The first data was compared using the benchmark method and for the second comparison the author created a scoring matrix. The comparison focuses mainly on the area of data usage across the different public administration portals and the quality of service of the citizen portal. The thesis also includes a proposal for measures to improve the efficiency of the electronicisation of public administration. The proposals focused on the implementation of artificial intelligence, process automation and popularisation of the citizen portal.

Public Administration and eGovernment Abstract This diploma thesis Public Administration and EGovernment brings a unique perspective on the existing and new legal regulation of eGovernment. The essence of the thesis is a legal analysis of the newly adopted Digital Service Rights Act. The concept of the Act, which has been determined by specific circumstances of its creation, as well as the content of the Act, and the newly regulated digital rights, are critically analyzed. Some of these digital rights are only generalizations of existing rules regulated by various eGovernment acts, while other digital rights are wholly new and address previously unaddressed digitalization issues. The focus of this paper is on key digital rights such as the right to use digital services, the right to perform digital acts, and the right to share stored data. A crucial part of the new Act is dependent on legal institutes regulated by existing eGovernment laws. Concerning these legal institutes, the thesis offers a reflection of existing legal regulation and answers to some persistent legal questions concerning, for example, logging into public administration portals, the automatic setting up of data boxes for certain ordinary citizens, or qualified and non- qualified forms of electronic submission. Territorial proceedings (de lege lata, de lege ferenda) Abstract The topic of this thesis is an analysis of problematic areas of procedural regulation in territorial proceedings according to the Building Act No. 183/2006 Coll., and the submission of proposals for their streamlining. The introduction refers to the regulation of spatial planning in the area where Czech Republic is currently located, including the introduction of spatial planning in foregoing Legislation of spatial planning. Subsequently, spatial planning tools and spatial planning bodies are introduced. The third chapter discusses in detail the process of territorial management. The issue of participation of participants in territorial proceedings is discussed in detail. Furthermore, the issue regarding the methods of service of documents via data-boxes and the so-called hybrid mail post, and the possibilities of reviewing the issued binding opinions is analyzed. In the end of the third chapter, the simplified forms of territorial proceedings, which are contained in the Building Act, are thoroughly introduced.
